Western Correctional Institution Overview
The official DPSCS Western Correctional Institution page lists WCI as a maximum-security state prison in Cumberland. It is operated by the Maryland Department of Public Safety and Correctional Services, not the Allegany County Sheriff's Office. The facility holds sentenced adult male state prisoners. A person who was first booked into Allegany County Detention Center may later move into DPSCS custody after sentencing or transfer, but that move changes the lookup path.
WCI opened in 1996 and sits on McMullen Highway near the county jail and North Branch Correctional Institution. DPSCS lists Commissioner Keith D. Dickens, Warden Bethany Cornachia, Assistant Warden Bradley Butler, Chief of Security Terry Thompson, and Administrative Aide Kimberly Cramer on the facility page. Those leadership details are useful when distinguishing the state prison from the county jail, especially for public records, visits, and phone account questions.
The official DPSCS WCI page screenshot shows the prison's contact information, security level, visit material, and phone-account references.
The image reinforces the key point for Allegany County inmate searches: WCI is searched through state corrections resources, not the local county booking roster.
Western Correctional Institution Population
Western Correctional Institution has sourced capacity and count figures in DPSCS PREA materials. A 2017 PREA audit listed 1,753 designated capacity and 1,610 current population. Later 2023 PREA material referenced a 1,564 average count over the prior 12 months. Those figures are prison-population measures, not Allegany County jail booking counts.
Because WCI is a maximum-security state prison, its population is made up of sentenced adult male prisoners in Maryland state custody. It does not function as the local intake point for new Allegany County arrests. A new arrestee should be searched through the county jail roster first; a person serving a Maryland state sentence should be searched through DPSCS.
Search Western Correctional Institution Inmates
The right lookup tool for WCI is the Maryland DPSCS Incarcerated Individual Locator. DPSCS says the locator helps the public learn the housing location of incarcerated individuals committed to the Commissioner of Correction and housed at Division of Correction facilities, Patuxent Institution, and some short-sentenced detention facilities. It also warns that the locator does not list everyone in DPSCS custody and does not show people no longer in custody because of release, escape, or other reasons.
- Open the DPSCS locator, not the Allegany County roster.
- Search by first name and last name. Try spelling variants if the result is missing.
- Review the housing location and confirm that the listed facility is Western Correctional Institution.
- If the person was recently arrested in Allegany County, also check the county roster because transfer timing can lag.
- Use Maryland VINE for custody and case notifications when a notification option is needed.
| Lookup System | Best For | Not For |
|---|---|---|
| DPSCS locator | Sentenced Maryland state prisoners at WCI | Federal prisoners or local jail-only detainees |
| Allegany County roster | Recent county jail bookings and local holds | WCI state-prison population |
| BOP locator | Federal custody at FCI Cumberland | Maryland state prisoners |
Western Correctional Institution Contact
Contact WCI for facility-specific visit, phone, mail, and institutional questions. For statewide inmate locator issues, use DPSCS resources. For county jail questions, use Allegany County Detention Center instead because WCI is a separate state prison.

Western Correctional Institution Visits
WCI has both video and in-person visit procedures. DPSCS material in the research says video visits are by appointment in 15-minute blocks, with weekday housing-unit assignments. In-person visits run every other weekend in one-hour frames and have registration deadlines. Visitors should expect approval, list, identification, search, dress-code, and contraband rules. Four visitors are allowed at most, including up to three children.

Western Correctional Institution Mail
DPSCS facility pages publish institutional rules for phone and debit accounts through ConnectNetwork, GTL, and ViaPath. Fees may apply. Money and phone access are not handled through Allegany County JailATM because WCI is a state prison. Mail and package rules can change by DPSCS policy, security alert, or institutional order, so use the WCI page and facility phone line before sending anything with value.
| Service | Provider or Detail |
|---|---|
| Mail Address | Use the inmate name, DOC number when known, and Western Correctional Institution facility address unless DPSCS gives a different current mail rule. |
| Phone Accounts | ConnectNetwork/GTL/ViaPath phone and debit account services; fees may apply. |
| Money or Debit | Use current DPSCS-approved account options rather than county JailATM. |
| Contraband | DPSCS warns visitors and correspondents to follow prison rules and contraband limits. |
Western Correctional Institution Intake
WCI intake is not street-arrest booking. A person normally reaches a Maryland state prison after court proceedings, sentencing, classification, or transfer. Classification means the corrections system reviews custody level, housing, security risk, programs, medical needs, and other placement factors. That is different from the county jail intake process, where a new arrest creates a booking record and jail roster entry.
When a person disappears from the Allegany County jail roster after a sentence, transfer to DPSCS custody is one possible reason. The county roster may no longer show that person, while the DPSCS locator may later show a state facility. Timing can vary, so search both systems during transition periods.
About Western Correctional Institution
Western Correctional Institution is part of Allegany County's unusually dense corrections corridor. Within a short distance, searchers may be dealing with a county jail, two state prisons, and a federal prison. WCI and North Branch Correctional Institution are both state maximum-security prisons in Cumberland, but each has its own facility page, leadership, visit schedule, and contact rules.
For family members, the most important distinction is custody type. Local pretrial and short-sentence custody points to the county detention center. Sentenced Maryland prison custody points to DPSCS. Federal custody points to BOP. That separation keeps searches from drifting into the wrong database.
Note: Confirm WCI custody, visit approval, and emergency schedule changes with DPSCS or the facility before traveling.
