North Branch Correctional Institution Overview
The official DPSCS North Branch Correctional Institution page lists NBCI in Cumberland and identifies it as a maximum-security state prison. It is operated by the Maryland Department of Public Safety and Correctional Services. The facility opened in 2003 as part of Western Correctional Institution and began independent operation in 2008. It is not a county jail and does not use the county roster for inmate lookup.
NBCI holds sentenced adult male state prisoners, including maximum-security and segregation populations. DPSCS lists Commissioner Keith D. Dickens, Warden Jason Harbaugh, Chief of Security Ronald Stotler, and Administrative Aide Wendy Armstrong on the facility page. The assistant warden position was listed as vacant in the research. Those state-prison details distinguish NBCI from Allegany County Detention Center, where new local arrests and bond holds are booked.
The DPSCS NBCI page screenshot shows the facility page with contact, security, and visitation rules.
The captured page supports the state-prison workflow: search through DPSCS, then confirm visit and account rules through the institution.
North Branch Correctional Institution Population
North Branch Correctional Institution has sourced population and capacity figures from DPSCS PREA audit materials. The research lists 1,487 capacity and a 2020 PREA report average daily population of 1,281. Those figures describe the state prison population at NBCI. They are not Allegany County jail capacity figures and should not be mixed with the local detention center roster.
NBCI's population is operationally different from the county jail population. Local detainees may be pretrial, held on bond, serving a local sentence, or waiting on transfer. NBCI prisoners are sentenced state inmates in Maryland correctional custody. That is why the DPSCS locator, state visitation rules, and prison account systems apply.
Lookup North Branch Inmates
Search NBCI through the Maryland DPSCS Incarcerated Individual Locator. DPSCS states that the locator covers people committed to the Commissioner of Correction and housed in Division of Correction facilities, Patuxent Institution, and some short-sentenced detention facilities. It may omit some people, including those no longer in custody, so a missing result should be checked against name spelling, recent transfer timing, and custody type.
- Open the DPSCS locator and use the person's first and last name.
- Compare any result with the expected state-prison custody status.
- Confirm that the housing location is North Branch Correctional Institution.
- If the person was recently arrested in Allegany County, search the county jail roster during the transition period.
- For federal custody, use BOP. For immigration custody, use ICE ODLS when facts suggest an immigration hold.
| System | Use It When | What It Does Not Cover |
|---|---|---|
| DPSCS locator | The person is a Maryland sentenced prisoner | County-only jail holds and federal custody |
| County roster | The person is newly booked or held at Allegany County Detention Center | NBCI sentenced state prisoners |
| Maryland VINE | Custody or case notifications are needed | It is a notification tool, not a full case file |
North Branch Institution Contact
Use NBCI contact details for facility-specific visit registration, institutional rules, and prison account questions. Use the county detention center only for local jail custody. Because the two facilities are near each other on McMullen Highway, callers should name the facility clearly.

North Branch Institution Visits
NBCI visitation is prison visitation, with approval and strict rules. Visitors must register by 12:30 p.m. General population and administrative segregation prisoners may receive two visits per week, Friday through Sunday, from 8:30 a.m. to 1:30 p.m. Disciplinary segregation prisoners may receive one visit per week on Friday during the same time window. Visitors age 16 and older must be on the inmate's visiting list. Cell phones, tobacco, and electronics must be secured in the vehicle.
| Population | Hours | Rules |
|---|---|---|
| General population | Friday-Sunday, 8:30 a.m.-1:30 p.m. | Two visits per week; register by 12:30 p.m. |
| Administrative segregation | Friday-Sunday, 8:30 a.m.-1:30 p.m. | Two visits per week; register by 12:30 p.m. |
| Disciplinary segregation | Friday, 8:30 a.m.-1:30 p.m. | One visit per week; register by 12:30 p.m. |
| Visitor limit | Per approved visit | Four visitors max, including up to two children. |
Note: NBCI rules state that restroom use during visitation terminates the visit, so plan before entering the visiting room.
North Branch Institution Mail
NBCI uses ConnectNetwork, GTL, and ViaPath for AdvancePay prepaid telephone accounts and PIN debit accounts. Fees may apply. These are state-prison account systems. They are separate from the county jail's PayTel and JailATM setup. Mail should follow current DPSCS and NBCI rules, including the inmate's name and identifier when available.
| Service | Provider or Detail |
|---|---|
| Mail Address | Use the inmate name, DOC number when known, and the North Branch Correctional Institution facility address unless DPSCS directs otherwise. |
| Phone Accounts | ConnectNetwork/GTL/ViaPath AdvancePay prepaid telephone accounts. |
| Debit Accounts | ConnectNetwork/GTL/ViaPath PIN debit account options; fees may apply. |
| Money and Property | Use current DPSCS-approved methods and confirm restrictions before sending funds or property. |
North Branch Institution Intake
NBCI intake follows state prison transfer and classification rules. It is not the booking process used after a local arrest. In a jail booking, intake creates a public roster entry with booking time, active status, charges, and often a mugshot. In state prison custody, DPSCS placement and classification focus on sentence status, security level, housing, institutional behavior, medical needs, and program or segregation status.
That difference affects families searching after an Allegany County case. A person may start in the Allegany County Detention Center, appear in Maryland Case Search as charges move forward, and then transfer into DPSCS after sentencing. During that period, county and state systems can show different stages of the same criminal matter.
About North Branch Institution
North Branch Correctional Institution is one of two state prisons in the Cumberland corrections corridor. The other is Western Correctional Institution. Both are DPSCS maximum-security prisons, but the two have separate facility pages, phone numbers, visit rules, and leadership information. They should not be treated as one facility for inmate lookup.
Searchers should keep three Allegany County systems separate: the local jail for arrests and local holds, DPSCS for Maryland state prisoners, and BOP for federal custody at FCI Cumberland. The distinction is the fastest way to avoid a false no-result search.
Note: Confirm NBCI custody, visit approval, and schedule changes with DPSCS or the institution before travel.
